Summary

All 11 major Indian real-money-gaming operators suspended cash play in late August 2025 after the PROGA ban. 9 simply discontinued cash and kept withdrawals open, 1 is a full wind-down, and 1 (WinZO's affiliate) sits behind an ED freeze. There is no statutory refund window — recovery runs on each operator's own wind-down. This table tracks the status of each.

“Cash discontinued” = paid format stopped, company solvent, app still opens. “Wound down” = the cash product is being closed as a business. “ED-frozen” = an Enforcement Directorate freeze under the money-laundering law (PMLA) complicates payouts. Methodology

Each row is built from the operator's own shutdown notice (in-app banner, email or press statement) and corroborating coverage from named Indian business and legal outlets, then re-checked in June 2026. Three fields are kept deliberately separate because conflating them is the most common error in shutdown reporting:

  • Status — whether the operator merely discontinued cash (solvent, app live), wound the product down as a business, or has funds behind an ED/PMLA freeze.
  • Withdrawals open? — whether that operator left a working withdrawal path so users could recover existing balances.
  • ED / legal action — any Enforcement Directorate freeze or court litigation, and crucially whether it touches user wallets (mostly it does not).

The legal frame: PROGA received Presidential assent on 22 August 2025; the Promotion and Regulation of Online Gaming Rules, 2026 came into force on 1 May 2026. The draft 180-day refund window was dropped from the final Rules, so there is no statutory refund deadline — a fact this tracker flags because much secondary reporting still repeats it.
